reached a more concrete stage.

6. In order to facilitate residential building development

schemes, I requested your permission to sell Crown Land by

private treaty instead of by public auction in certain

selected cases, and I have been glad to receive your approval,

conveyed in your telegram No. 686 of 14th August.

7. I have recently appointed Mr. R.S.W. Paterson of the Public

Works Department to be Quartering Authority to ensure that all

residential accommodation under Government control, either

through requisitioning or at the disposal of the Custodian of

Property, is allocated fairly between the Services, Government

and the business community.
